SUMMARY:  This position is directly responsible to the Superintendent to administer the business affairs of the District in such a way as to provide the best possible educational services with the financial resources available according to state and district policies and procedures.  This position supervises the District Office support staff and coordinates office procedures between schools and the District Office to maintain confidentiality of all student, employee, and district business records.

 

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Ensure the District’s fiscal operations/procedures are in compliance with federal and state statutes, rules and regulations and USFR.
  • Monitor the business activities of the District and disseminate financial information to District employees as needed and under the guidance of the Superintendent.
  • Supervise the business office employees; provide financial guidance and support to Food Service, Maintenance, and Transportation Departments. 
  • Responsible for preparation/presentation/submission of District’s budgets and annual financial report as well as any other required ADE reports (transportation reports, SDER, attendance reports, food service reports) as well as monitoring ADE published reports necessary to complete reports.
  • Prepare year-end reports (Advice of Encumbrance, Cash Balance Report, Property Tax Calculation) and ensure all steps necessary to close out a fiscal year are completed in a timely manner.
  • Monitor all expenditures of the district – M&O and non-M&O – for accuracy and necessary backup documentation (coding, bids, quotes, club minutes) and to ensure expenditures are in line with the budget.
  • Assist Special Projects Director and CTE Director for grant accuracy and submittal to ADE and cash requests.
  • Act as liaison for audits of district – gather documentation for audit, review audit findings and report.
  • Knowledge of and ability to perform day-to-day activities of the business office (processing/approving purchase orders; reconciling bank statements and district accounts to County Treasurer and County School Office; bids and due diligence; preparation of journal entries; preparation of deposits to County Treasurer; monitor District revenues; preparation of monthly financial report to present to Board; fixed assets – inputting, reconciling, year-end reports and inventory)
  • Attend training/workshops and webinars to keep abreast of changes affecting school district finances.  Provide training to District staff, including coaches, on purchasing procedures, fundraising procedures, deposit requirements, School Tax Credit
  • Responsible for tuition – preparation of tuition to be charged, ensure tuition payments are received, knowledge of Powerschool helpful for gathering information on non-District of Residence students.
  • Seek School Tax Credit donations, receive donations, prepare and submit report to Arizona Department of Revenue.
  • Perform other such duties and responsibilities as assigned by the Superintendent

QUALIFICATIONS & REQUIREMENTS:

Education & Experience:

  • Accounting Degree or equivalent work experience
  • Two years verifiable experience in school finance
  • Working knowledge of the “Uniform System of Financial Records”
  • Proficient in computer application software MS Office, Access and Excel
  • Experience in utilizing computerized accounting applications
  • Possess excellent oral and written communication skills
  • Ability to function independently and make informed decisions
  • Ability to organize and prioritize work
  • Supervision experience
  • Act as a highly confidential employee

WORK ENVIRONMENT:

Office environment.  This position regularly works indoors.  The noise level in the work environment is generally quiet to moderate and may become excessively noisy at times.   Will have contact with students, employees and the public.
